Foreword
The Center for Political, Economic, and Social Research (PESA) founded in Sakarya in 2012 aims to become a bridge between academia and society as a whole. PESA believes that societies would be better off if the research studies with implications regarding every aspect of societal life are disseminated adequately.
Scientific congresses are one of the best ways to accumulate knowledge and to disseminate it. To this end, PESA has added ICPESS (International Congress on Political, Economic, and Social Studies) to its activities and publications as the latest shackle. It is a back breaking job to organize a congress as it requires quite a bit logistics and a lot of hard work long before it is due. Luckily, PESA has the devoted academics with necessary human capital to undertake the task.
ICPESS2016 has been a success story. The main theme of the ICPESS2016 has been “Shadow Economy”. Adnan ERTÜRK, the President of the Turkish Revenue Administration provided extensive insight into the issue with special emphasis on Turkish case. Friedrich SCHNEIDER and James ALM, two of the most well-known and respected academics in the field delivered their keynote speeches, the titles of which were “Size and Development of the Shadow Economy in 35 Highly-developed Countries: What do We (not) Know?” and “W(h)ither the Tax Gap”, respectively. The academics and the practitioners exchanged ideas and thoughts during the special panel on shadow economy, the panelists of which were academics, officials from the Turkish Revenue Administration, and the representatives from PwC.
About 90 papers in Turkish and English were presented during this three-day congress. The participants presented their latest researches on political, economic, and social issues. Some of the participants have preferred to submit their work to one of the scientific journals PESA has been publishing for some time. Hence, this proceedings book includes only some of the papers presented in ICPESS2016.
The organizing committee of ICPESS2016 would like to thank the Turkish Revenue Administration and PwC for their support. With their support, ICPESS has been able to bring academics and practitioners together to exchange ideas and lay down some remedies to shadow economy, one of the issue with political, economic, and social aspects especially developing countries face.
The organizing committee would also like to thank the participants of the Congress from around the World. The feedback ICPESS has been getting from them encourages PESA to continue with the congress in the upcoming years.
